It really does seem to be running Oolite - and running it without any keyboard presses, but rather just by a click - that, albeit only sometimes, reinstates the language bar. I wonder what in Oolite (or Oolite combined with Windows that does it? Right: I've worked it out. To stop Oolite making the language bar reappear:
control panel - language - options - advanced settings - tick (!) 'use the desktop language bar when it is available' and then select the 'options' for that, and set the bar to be hidden. If one just turns the language bar off, by unticking 'use the desktop language bar when it is available' , then one gets the problem. Blimey.

Congrats on solving the problem!
Most games have some sort of paddling-pool-and-water-wings beginning to ease you in: Oolite takes the rather more Darwinian approach of heaving you straight into the ocean, often with a brick or two in your pockets for luck. ~ Disembodied
