Okay I've now got this far.
If I go with the W7 default driver, shaders are disabled, and all is cool. I can disable all the settings and it works
Put in the driver and it stops working. other graphics settings enabled or disabled.....
So it's the Damn shaders.
Worst part, used it as a test on a new laptop last week with nvidia graphics, I saw the Oolite universe in it's full glory, and I'm jealous.

I just did a search for OpenGL problems with the 965 Express Chipset form Intel, and one page came up in several cases where the problems had been solved. There seems to be a separate settings page for OpenGL when you run the native Intel drivers. More information can be found here. http://www.intel.com/support/graphics/sb/CS-030506.htm
Are any of the developers able to identify any discrepancies or potential culprits in the default settings as shown on that page. Maybe it's possible to get Oolite to work by adjusting these settings.
