Another clue about the author I'm looking for:

While he is famous for another fictive universe in another series of books, he wrote two books which are set in a universe where humans live together with all kinds of aliens. Among the aliens are the stars, who are transdimensional beings and who brought jump gates to the humans and other species. The protagonist in both books is a human lawyer and saboteur.

Frank Herbert :)

Whipping star, Dosadi Experiment and... A short story? Or two... (IIRC)

(Love both these novels, F H was waaaay broader than Dune )

Gratz, "Frank Herbert", "Whipping star" & "The Dosadi experiment" are correct.

The submarine story is "The Dragon in the Sea", the human insects society story is "Hellstrom's Hive" (both are novels).

The Dosadi Experiment is a really good read!
I would advise stilts for the quagmires, and camels for the snowy hills
And any survivors, their debts I will certainly pay. There's always a way!

Ah, ugh.

Apologies again for my absence, "Real Life [tm]" has lots of devious ways of keeping one occupied...

The comic appeared originally in a pulp magazine during 1940-41. In 1941 the story's writers were drafted to armed service and the story's end somewhat hastily constructed.
