It seems that the racing rings in Zaonce and Lave are the culprit for
an odd overpopulation to the system the rings are present.
In my first jump from Lave to Zaonce i encountered at least 6 con-stores
(instead of one) from Dr Nil's PutYourAdHere.oxp 2-3 leviathans and space
dredgers and numerous military, trader and police ships. Erasing the ringpod.oxp fixes the problem.

i had the same problem with the rock hermit locator...
Where possible add an 5 second spawn delay to the rings and see if that solves the problem...
I´ll have a look at the code, but im on a different computer 200 kms away from my normal setup..
so anything i write is based on pure reading of the code only
will report back shortly
