I relatively recently reinstalled Oolite after almost 2 years breack, so I didn't have a lot of packages: mostly cosmetic ones and those that add some little thing to the world, so that there would be something to rediscover when you already forget about them. Of those that change the gameplay, I can only note those that slightly equalize the bots with the player both in their favor and vice versa; and Ship Configuration, one of my favorite OXPs, which doesn't let you easily turn into a universal ubership.
As for the changes, probably those that are aimed at the convenience of the game interface and control in general. It's very uneven in Oolite: even the basic stuff, while mostly well done, some of it is confusing or not there at all.
It would also be nice to see small events that happen here and there but add life to the world.

I can't say that I have any concrete vision. Mostly it just doesn't feel the way it should.
One of the problems that I can somehow pick out is the use of in-flight equipment, in particular its selection by scrolling through the list. Because of this reason, out of all the many, I usually use only Broadcast Messages and only the option to target the author of the last message. It would be great to be able to assign individual equipment or groups of them to other keys.
About "small events":
I will say for my favorite activity - performing passenger contracts: I would like it not to be a constant "take the body here, bring it there" (although in life, perhaps, it is), but at times it turned out to be a separate small story or had consequences (even if only in the news release or email).
There are already quite a few oxp who do this (I was incredibly happy to see for the first time that one container of slaves that was accidentally encountered among a pile of wreckage and given to the authorities led to a letter of thanks), but I would like to see more like this.

- Fixed script names to be less generic
- Fixed several issues with user waypoint markers
- Fixed notifications about reached waypoints, now they correctly says about the type of waypoint and need for docking
- Added notification about reaching the last planned waypoint and about waypoints that lie on the current route
