As soon as I launched I got red condition... I paused the game to look at launching messages in the Latest.log (I was trying to track some strange behaviour with escorts in EscortDeck), then resumed and I was being attacked by several ships with clean status. I struck back at those that hit me, but even so I got offender status... is that the expected behaviour?

As you can see, I got attacked and hit by the Asp, Aegis-bothered by the Mamba Leader, hit back the Asp, was hit by the Mamba Leader and then Bounty System OXP got a shipBountyChanged event giving me a bounty of 7.
The Leviathan platform and the main station were red in the scanner (scanner targeting enhancement showed the platform as hijacked, I didn't see any police vessels in the scanner.
I've experienced this a few times before. It's always been with a source code tweaked build so I thought it may have been some mistake I was making at the time.
Warning sound and condition red as soon as you launch, vipers attacking despite clean status. Each instance has been widely spread in terms of play hours, which makes it all the more confusing.
No help here I'm afraid, just sympathy. Hope it can be traced at some point in the future.

I've got offender status quite a few times by forgetting to sell some illegal goods I scooped, but that's not what happened this time... this time I only got offender status after hitting back a clean-status ship (that had been hitting me for some time), but the event didn't specify "shooting an innocent", it was unspecified, but "seen by police" - and there was no police in the scanner.

Now that I installed the debug console, next time this happens I will target one of the attackers, pause the game, and use the playership.target property to get the attacking ship object and look its primary role.
But I wasn't wondering (much... ) about the attack, even if it had interesting circumstances: clean status attackers, hijacked Leviathan platform, comm messages from the attackers taunting the hijacked platform, main station red-flagged in the scanner after launch (didn't target it to see if it had hijacked appended to its name)... perhaps the main station was hijacked too and anyone launching would be treated like pirates?

I make a rule that I don't shoot at anything if I'm in scanner range of a station for that reason. It's worse at the witchpoint if you get attacked by some assassins while police are watching - that often ends with my offender status increasing. In that case it's usually because the police observe me shooting before they observe the assassin, so they assume I'm the guilty party. It's less clear in the aegis, but even there, one wayward shot is all it takes.

Yep, but I was attacked by this guy right after launching from the main station for 16s before I hit him back, he didn't get an offender status from those 16s hitting me, but I got an offender status after hitting he back for 5s... that's what made me wonder if it's the expected game behaviour and create the topic.
A new variation happened last night... (not complaining, just sharing )
Launched from main Station in Maesin (G1), there were a GalCop Sheriff and a Hognose in scanner range. The Hognose targeted me (no surprise...) and put me in red condition, then started shooting and hitting me (that was a surprise... no Aegis baiting!)... the GalCop Sheriff warned the Hognose by comm that it's behaviour was noted and would have consequences... (I forgot to target the Hognose to see its legal status, so I don't know if it changed). I ignored both of them and kept going (with Shield Boosters + Millitary Shield Enhancement + Shield Capacitors, the Hognose could hit me as much as it cared to)... then I received some hits that actually showed on the shield strength bar... it was the GalCop Sheriff shooting at me, the Main station was red in the scanner... I just run...
If I could get a wish, it would be for attacks on police to not be automatically noted and acted on by the core game... that you get a bounty on you only if somebody observed it and survived to tell (no all-seeing Big Brother in George Orwell's sense)... I would love to draw those bastards that shoot at me out of the blue away from the witnesses and help them become one with the Cosmos!
It would be interesting to know if the Hognose had a role in the oolite-police-like roles-category. In a clean vs. clean conflict, the police can decide to assist one side or the other, and even though the police warned the Hognose, I'm not sure that has any connection to the decision-to-assist logic.
Also, you have to assume the police use their comms to report in before they leave scanner range, so if they said they were chasing a suspicious ship (you), and then never came back, the station could do the math. Not to mention, beacons can be detected throughout the system, and police probably have overpowered signaling equipment to report when they are under attack to ensure that no one can gank them without consequence... I would support a no-police-bounty-if-cloaked exception, though.
