I can tell you that:
You begin as an Outsider then advance thusly:
Recruit, Vigilante, Bailiff, Deputy, Tracker, Hunter, Sheriff, Provost, Marshall, Enforcer, Executioner, Judge. And the final rank is:
Great One.

Is this whats in the ships Manifest under "missions" ?
Now there is: "Your fellow murderers rank you as a promising Recruit"

But before it was "The Society of Bounty Hunters rank you as an experienced Vigilante". This was after I hunted down a certain Librarian. After I destroid his ship, I captured his escape-pod... just to surprisingly learn that this was not okay for the orderers. They complained they wouldnt pay for the captured man, they want to see him dead. They gave me the choice to either
- give him to GalCop or
- flood his pod with some deadly (squiddly) stuff...

I gave him to GalCop (earning around 5000 bucks) because killing in battle in one thing - but this... no ;)

Well, shame on me I must confess I have given back a Mission after this

I had to terminate a Commander "Hot Dog" Erai, but he was too tough so I resigned without thinking about the consequences... (paying a fine about 500 bucks and earn the laughter of the Big Hall)

Was I ranked back because of this?

Commander: Gecko
Career: Bounty Hunter
Ship: Cobra Mark III
Galaxy: 2
Legal Status/Rating: Clean/Dangerous
The Society of Bounty Hunters rank me as a well-proven Marshall.

The question I have to ask you is: which part of being an assassin (= a hired murderer) have you not understood? You are paid to kill your mark, not to hand them to the police or let them go free. That's the job: being a ruthless killer, not asking questions about your assignment. If you have moral (or other) problems with this, then why have you applied for and taken this job in the first place?

As far as I see in the code, the rank is only lowered on cancelling of a mission. When handing over a target to the police, you just earn ranking points. For the lower ranks, you increase in rank on every 10 ranking points. (A level 1 mission gives you one point and a level 3 mission gives you 3 ranking points)

Only the last word in "promising Recruit", is the rank. The verb in front of it, is just chosen at random, although the random choice differs with rank.
