Ah, finally I've found something obscure enough to warrant more than one or two clues. Well to be honest, what I'm asking isn't really so obscure, but my clues seem to be vague enough so far. 8)

Another clue:
One of the men worked in a project concernig this connection, the other for another organisation that would find said project beneficial in pursuit of their agenda.
