My cloak lasted all of about 15 game-time minutes before it was damaged. I have been flying round with this charred box of burned-out electrics in my ship ever since.
Without using .OXPs, the basic game should be able to do something about this.
Since it was the core game that lumbered me with this piece of interesting but pointless clutter, the core game should give the means to either repair it, dump it or get it replaced.
Since it is such a special and unusual device (I've never seen another ship fitted with one - but then I suppose I wouldn't!) then an appropriate solution is required. Is it unique across all the galaxies, and I have the only one? (And I let it broken!)
My suggestion is:
- "Commander, that cloaking device was believed to be unique across the galaxies. You allowed it to be destroyed. You will probably never see another one like it." so that it disappears from the F5 screen.
The player then has to decide whether to reload a saved game every time it is destroyed, or whether to live without it forever.

I've never liked the current arrangement either....it's a bit silly and sort of annoying really.
Either have it fixable (at TL14/15 only for a very high price), or destroy rather than damage it.

Agree. Make repair difficult but possible.

Both suggestions seem sensible, except I would limit that to TL15 systems only (plus navy stations if GN OXP is installed).
