A little info on the long range scanner

The Long Range Scanner:
I thought that I would try this oxp , usually there is a oxp page on wiki with some info about the expansion pack or at least a read me file with the zip file, this time only the oxp file. Does someone have this installed? If so could you please clue me in as to where to buy it, and how to use it :!: :?
