Docking issues

Something seems not to be right with the docking AI. I was running the 1.62 version on a PC laptop (1.7gig, 1gig ram) and as I was docking, the station spat out two sidewinders, both a little too close for comfort, and then used up so much virtual memory that it did not crash, but caused my display to crash (My laptop was in a docking station, I was not).

From what I have read, shouldn't the AI prevent ships from exiting at the same time one is entering?
