Why not upgrade to phpBB 3? It's been out for around 2 years now, and has several new features to restrict spam and other forms of abuse.

And furthermore, there's no longer any support for phpBB2, so you're on you own if exploits are discovered.

In short, because I don’t have the necessary access to this server, and when I tried to migrate the DB to do it elsewhere I ran into a variety of problems.
