Combine a flotilla of these with (1) something "humoungous and weapon-like" (2) WB's Worldbuilder set to "Planetary Zap" mode (wreck economy, decimate population, downgrade govt, describe utter chaos on the F7 description) (3) Your fledgling lightning OXP (4) Turning the atmosphe...

Or, start working towards a Corporate States OXP. You now have the designs for Ceesxe, Onrira, Onera and either Enonla or Rexebe (Riredi has its own!). Don't need to do them all (Feudal States doesn't). Add in the SothisTC, Taxi Galactica, Ring Racer and the Saleza Aeronautics ships... and boom !

This one makes sense to me (if the systematisation/regionalisation is not too onerous).
