Okay, it's apparently something in the additional planets suite of OXPs. I put them back in, got the restricted system. Took them out, no issues.

Removed a bunch of expansions. Working now. I'll have to add them back a little at a time until I find the culprit. It may not be government based, that was just how it appeared. Not really sure. But, I would only have one or two systems I was permitted to jump to each time. I appreciate your assist...
