I have fixed the spreadsheet. I had fallen for the usual trap of using the Tech Level displayed (which starts at 1) not the true value (which starts at 0). Changing this in Population column fixes that issue and in turn fixes the Productivity at the same time. Unfortunately since I wrote that sprea...
