Oolite Bulletins

Hi, Had a bit of a search but could find no info on this. I recently found a planet with cheaper ship prices eg Cob3 135K. It seemed to still give me same trade in value on my ship, unfortunately tech level was 6 so can't get the ships I want there. Is there supposed to be a difference in ship price...
