A few comments : in 1.80 i found the dual-laser opponents hard to take on, in 1.82 they suffer from the reduced damage and are much easier. You're not supposed to get more then 3 duels per system visit, after that you need to hyperjump out and come back. As the opponents don't have an Accuracy setti...

Planetary Landing Capability is 5000 credits, there's plenty oxp equipment that is priced higher. On it's own PF does add to immersion, but imo not much else. Primable on/off switch it is then, and it will be persistent between savegames.

While working on TAP i noticed that if a ship attacks player with missile, TAP does nothing.
Should it also autolock such an attacker ?

I'm not entirely sure how cloaked ships work wrt shipBeingAttacked & shipBeingAttackedByCloaked .

cloaked ship attacks player with laser
shipBeingAttackedByCloaked should fire then.

Does shipBeingAttacked also fire in that case (probably with whom == null ) ?

Maybe some of the planetary markets could specialise in exporting goods that are illegal under galcop rules ?

A dictatorship may be willing to sell 'troublemakers' as slaves for example.
