Yes, I had this a while back. There's an aegidian-special OXP which contains ECM-hardened missiles. This was done before they became part of the game. I was playing Elite on a BBC emulator for the Mac, and doing the Constrictor mission. I googled "Reesdice mission", and got the Oolite BB.
Ditch the Beeb emulator, met Giles and NoSleep in a pub, and never looked back!

I also had this problem: hardened missles appearing as ships on the the radar.
The problem was that I had the original aegidian-special.oxp installed, which included the ECM hardened missles before they were put into the game.
Removing this oxp solved the problem.

Target one from afar, guns blazing. Once destroyed, afterburn passed them and turn round. Target another, and fire an optional missile.
If front lasers overheat, let them queue up at your rear and fire a full volley out the back.
Then back to close quarters out the front, chasing them as they sway.

I have actually sped forward using fuel injectors and hit my own missile.
Don't think it did me any damage, but it killed the missile.

Firing out the back can bring it down. Make sure it has a good zig-zag motion through the middle of your crosshairs, and fire sparingly. But keep a finger on the injectors in case it gets too close!

Also, turning on the Cloaking Device makes it lose it's focus and blow up.

One thing not to be forgotten is that NPCs in Oolite can have any of the equipment that players can, so a ship might be kitted out with Extra Energy Units, which may add some balance.

In Classic Elite, the other ships were always the specified value.
